INFORMATION
Welcome to the Loy E. Harris Pavilion in Old Town Manassas! The Pavilion
is the ideal location for various events including ceremonies, social
events, festivals, shows, and concerts.
The Pavilion is available April 16 through October 31 each year. The
Pavilion is used as a public ice-skating rink from November 1 through
April 15 each year.
The hours of use are 9:00 am until 11:00 pm seven days a week, unless
otherwise specifically permitted by the City of Manassas Manager or his
designee.
The Pavilion is approximately 120 feet long, 60 feet wide and 30 feet
high, with restroom facilities.
The capacity of the Pavilion is 1,000 people standing, 750 people seated
theatre style and 500 people seated at tables. See section under "POLICIES
AND CONDITIONS FOR USE" for further capacities.
The Pavilion is handicapped accessible. Handicapped parking is also available.
The pavilion is ideal for music and dancing, which are permitted. An amplification
system and two microphones are available for use. It is intended for voice
only amplification. For music, the user must provide a separate system.
LOCATION AND DIRECTIONS:
The Manassas Pavilion is located at 9201 Center Street in the heart of
Old Town Manassas.

¨ Take Exit 158 for Prince William County Parkway towards Manassas
¨ Drive approximately 16 miles and continue straight through traffic
light where Prince William Parkway bears to
left - the road is Fairview Avenue and will become Richmond
Avenue
¨ Turn right on Main Street
¨ At the four way stop sign, turn left on Prince William Street
¨ Turn right on West Street and cross over the railroad tracks
¨ The Pavilion will be on the left at the intersection of Center and
West Streets
¨ Take I-95 North heading toward Washington
¨ Take Exit 152 heading North on Route 234 toward Manassas
¨ Drive 14 miles and make a right at traffic signal onto Dumfries
Road (Business 234)
¨ Drive 2 miles on Dumfries Road and make a right at the traffic light
at Center Street
¨ The Pavilion will be on the right at the intersection of Center
and West Streets
¨ Take I-66 West heading toward Front Royal
¨ Take Exit 53 (Centreville/Dulles Airport Exit), to Route 28 South
toward Manassas
¨ Drive 7.5 miles and enter the historic district when the road turns
to one-way traffic
¨ Go through the traffic light at Main Street and turn at the second
left onto West Street. The Pavilion will be
on the right at the next intersection (West and Center Streets)
¨ Take I-66 East heading toward Washington
¨ Take Exit 44 to Route 234 Bypass South
¨ Take the exit for Route 28 North
¨ Continue on Route 28 North to Grant Avenue (Route 234 South)
¨ Go approximately 2.5 miles and the road will become one way near
Old Town Manassas
¨ Go through the intersection at Grant Avenue and take the next right
onto West Street
¨ The Pavilion is on the right at the intersection of Center and West
Streets
Public Parking is available at three municipal parking lots conveniently
located near the Pavilion and on the surrounding streets. Handicap parking
is available in the above listed municipal parking lots.
POLICIES AND CONDITIONS FOR
USE
The Loy E. Harris Pavilion may be reserved by private and public groups,
civic and service associations, and individuals. To reserve the Pavilion,
the "Application for Use" must be completed and approval granted
by the Harris Pavilion Management Office, 703-361-9800. The following
outlines policies and conditions governing the use of the pavilion and
the fees for the use of the pavilion.
These rules and regulations may be subject to review and revision from
time to time as deemed appropriate by the City Manager.
City of Manassas or Manassas City Schools sponsored events may use
the Pavilion with no usage fee charges; however, a completed "Application
for Use" must be submitted to the Harris Pavilion Management Office,
703-361-9800, and labor and cleaning charges may apply.

* Hourly charge: $100.00 per hour (if group exceeds
agreed rental times)
** To qualify for this rate, the resident must provide a copy of their
driver's license. For weddings or receptions, the bride or groom or
their respective mother, father, or legal guardian must reside within
the City of Manassas at the time of application as well as the time
of the event. For all other social events, the host, hostess, or guest
of honor must reside within the City of Manassas at the time of application
as well as the time of the event.

The Pavilion is available for rental daily until 11:00 pm, unless otherwise
specifically permitted by the City of Manassas, with the exception of
days that may be excluded by the City of Manassas. Reservations for
the Pavilion are on a first come, first served basis and may be made
no more than one (1) year in advance. Any group or organization that
establishes an annual public activity on a specific day or date will
have 14 days after the event to reserve the same day or date for the
next year. After this deadline, the date will become open and available
for reservation.
The Pavilion will not be available for rental on Memorial Day, the
first Saturday in June, July 4 and 5, Labor Day, or the first Saturday
in October.
The standard deposit is $250.00 for groups up to 500 people; $500.00
for groups up to 1,000 people; $750.00 for groups up to 1,500 people,
and $1,000.00 for groups up to 2,500 people. RMS, Inc. and the City
of Manassas reserve the right to require a higher security deposit depending
on the number of people expected to attend and/or the nature of the
event. The security deposit will be due at least 30 days in advance
of the function. The security deposit is returnable upon satisfactory
completion of the agreement and all policies and conditions listed herein.
The security deposit will be refunded to the individual or company or
organization represented on the contract. Charges for damages, cleaning,
security or violation of the agreement will be deducted from the deposit.
Users exceeding their reserved time will be charged the applicable hourly
rate of $100.00 per hour. Any charges in excess of the deposit will
be billed to the applicant. RMS, Inc. and the City of Manassas reserve
the right to take legal action to collect any monies due and will seek
attorneys' fees.
RMS, Inc. must receive full payment of all charges at least 30 days prior
to event. Payment may be made with cash or check and should be made payable
to RMS, Inc.
All necessary permits and inspections are the sole responsibility of the
event organizer. This may include, but is not limited to, concessions,
peddlers license, health, building, electrical, fire, hazard, and VA ABC
permits. After July 1, 2002, there will be a fee for after hours inspections
for the Fire Marshal.
A copy of all required permits must be provided to RMS, Inc. at least
14 days prior to the event. Permits must be displayed as required.
- The Pavilion will comfortably accommodate up to 1,000 total guests.
Capacity of the Pavilion (based on fire code regulations) is as follows:
- Standing with no tables or chairs - 1,000 people
- Seated theatre style - 750 people
- Seated dining format - 500 people
Capacity of the Pavilion and the grounds around the Pavilion are as
follows:
- Standing with no tables or chairs - 2,500 people
- Seated theatre style - 1,500 people
- Seated dining format - 1,000 people
Chairs and tables are the responsibility of the group/event organizer.
RMS, Inc. must be informed of the arrival time of any caterers and deliveries.
Caterers and others should be instructed not to arrive before the contracted
rental time. Deliveries of rental equipment, cakes, flowers, etc. must
be made during the rental period. RMS, Inc. will not accept any deliveries
for any organizations at the Pavilion.
A full refund, minus a processing fee, will be made if cancellations is
made at least six (6) weeks prior to the use date, and a half refund minus
a processing fee will be issued if cancellations is made three to six
weeks prior to use date. No refunds will be made to any group that cancels
within three (3) weeks of the use date. The current processing fee is
$25.00.
The sound, lighting, and noise ordinances of the City of Manassas must
be obeyed at all times. The City of Manassas Police Department will resolve
any noise or lighting complaints. Any special lighting and sound requirements
should be detailed in the "Application for Use".
All events at the Pavilion that wish to serve alcohol must apply for approval
from the City of Manassas Police Chief and must obtain a permit from the
Virginia Department of Alcoholic Beverage Control.
Alcohol may be served under the following conditions:
1. The "Application for Use" must
be completed in its entirety and submitted to RMS, Inc. with the application
fee.
2. The City of Manassas Police Chief has granted
approval and any such conditions as may be required.
3. Group must apply for the appropriate permit
from the Virginia Department of Alcoholic Beverage Control (VA ABC).
4. A copy of the VA ABC permit must be provided
to the City of Manassas and RMS, Inc. at least 30 days prior to
the event.
5. The area that alcohol is served in must
be clearly delineated and must be monitored at all times.
6. The applicant must comply with all rules
and regulations regarding alcohol set by the Virginia Department of Alcoholic
Beverage Control at all times.
7. The Virginia Department of Alcoholic
Beverage Control permit must be displayed at all times that alcohol is
served.
No decorations or other items may be tacked, taped of affixed in any way
to the pillars, beams or any other surface of the Pavilion inside or out.
No rice or confetti may be used at the site. Birdseed and bubbles are
permitted. Banners may be hung inside the Pavilion in the previously approved
designated location. RMS, Inc must grant prior approval. There will be
a $50.00 fee for hanging and removing a banner. Event organizer/group
must make every effort to protect the Pavilion and the surrounding grounds
from oils, greases, and other substances that may cause damage to any
surfaces.
The planned use of cooking and/or use of open flames must be approved
by RMS, Inc. in consultation with the City of Manassas Fire Marshal prior
to event.
There is no preparation space or kitchen space or equipment for caterers.
Electrical outlets are available throughout the Pavilion. Electrical
cords are the responsibility of the group/organization and must be in
good working order/condition and must be securely taped down or covered
in areas of foot traffic.
RMS, Inc. reserves the right to require that security be provided for
any event at the Pavilion or require the development of a security plan
acceptable to the Chief of Police for the City of Manassas. User may provide
designated event staff, private uniformed security staff, or the City
of Manassas Police Department can provide off duty police officers. Payment
for the off-duty police officers must be made directly to the police officers.
A stage is available for a rental fee of $200.00. The request to rent
the stage must be submitted to RMS, Inc. at least 14 days prior to event.
User is responsible for all injuries to all guests. User is required to
furnish a "Certificate of Insurance for Public Liability Insurance"
naming the City of Manassas and RMS, Inc. as additional insured in the
"per occurrence" limit of $1,000,000.00 with $2,000,000.00 per
aggregate limit.
User is responsible for all damages to property and equipment. User must
take preventative action to prevent damages, i.e., the use of drip pans
for cooking or motorized equipment. The Pavilion and the grounds will
be reviewed prior to and after use by the user's representative and RMS,
Inc. Marring or staining of any surfaces of the Pavilion or grounds is
prohibited. Damages shall be deducted from the security deposit and any
balance due will be billed to the applicant. RMS, Inc. and the City of
Manassas reserve the right to take legal action to collect any monies
due and will seek attorneys' fees.
The group/organization is responsible for all clean up of the Pavilion
and surrounding site. Group will incur additional costs for any costs
to return the Pavilion to "as found" condition. These costs
will be deducted from the security deposit. Trash must be removed from
the Pavilion and placed in designated areas.
A fifteen percent (15%) admission surcharge shall be collected from every
person who pays an admission charge to any event at the Pavilion for events
coordinated by commercial entities. This surcharge shall be exclusive
of any other applicable State or Federal surcharges and shall be collected
at the time User collects the admission charge. The purpose and use of
this surcharge is to establish a capital maintenance fund for the Pavilion.
Non-profit organizations, as stated above, will be exempt from this surcharge.
- Access to the sidewalks, buildings, driveways and streets must be
available at all times.
- No motor vehicles shall be allowed on the rink surface area of the
Pavilion.
- The Pavilion is not air-conditioned or heated. The Pavilion is open
air with no sides or ends.
- The Pavilion has house lights and a sound system. The sound system
is available for use for a fee of $75.00.
- Weather is at event organizer's/group's own risk.
- No skateboards, roller blades, or other such non-motorized equipment
are permitted at the Pavilion without prior
- approval from RMS, Inc. This restriction shall not apply to wheelchairs
or strollers for use by infants or young children.
- Bicycles shall be parked in authorized areas only. RMS, Inc. and the
City of Manassas accept no responsibility for loss, damage, or theft
of bicycles kept, parked, placed or stored in such authorized areas.
- All individuals shall maintain appropriate and respectful behavior
at all times. Public disturbances, including lewd or vulgar language,
and excessive noise are prohibited.
Violation of any laws prevailing in the City of Manassas by any person
while in attendance will be sufficient grounds for termination of the
event, with forfeiture of fee and security deposit.
Failure to comply with these policies and conditions will result in immediate
termination of the event, with forfeiture of fee and security deposit.
Users that violate the policies and conditions listed herein may be denied
the privilege of scheduling future events at the Pavilion.
